Art Reilley, personnel specialist in his state’s Department of Transportation, was discussing personnel management with Dorothy Daniel, the personnel manager of the state Department of Education. Ms. Daniel was completing her explanation of her agency’s performance appraisal system:
“I think that I can fairly say that ours is the most comprehensive evaluation system in this state. Not only that – it is accepted with enthusiasm by both the raters and the ratees. Every six months we require a formal appraisal of all our managers by their superiors. This formal appraisal, of course, is in addition to the daily coaching we encourage.
“Our form of appraisal has two parts, one of which concerns itself with the traits, abilities, and attributes of the person. This part helps us make decisions concerning promotions, transfers, schooling, and the like. The second part has to do with results – statements of objectives set and attained, projects completed, and so forth.
“After the appraisers complete the form, they must conduct an appraisal interview, taking as long as they need to discuss appraisal results with their employees. Each appraisal is reviewed by the rater’s immediate superiors to ensure fairness and accuracy. And here, in personnel, we analyze each form to detect trends and determine how well each manager evaluates.”
Jack Harmon, Ms. Daniel’s administrative assistant, followed the discussion with interest. When Ms. Daniel paused, Jack made the following statement:
“Dorothy, are you sure that we require an appraisal interview? I’ve been working for you for three years now, and you’ve never discussed my appraisals with me.” “Jack,” said Ms. Daniel, “I am sure you will agree that hasn’t been needed. We work together so closely that I am sure you always know how I appraise you.”

Despite its strengths, “Servant Leadership” has not met with universal approval. Although the servant leadership model sounds good in principle, there are situations in which servant leadership is extremely difficult, if not impossible, to implement.
