In comparing and contrasting the different approaches to public administration it is immediately obvious that there is a distinct difference between the New Public Management and New Governance.  The concept of NPM is that there is both efficiency and trust associated with government entities.  These are supported largely by ethics training, codes of conduct, and transparency (Hijal-Moghrabi, 2018).  However, the system removes what the article terms as devices to ensure honesty as a result.  These devices, such as tenure and salary, were designed to limit personal gain by producing stability in the system.

In the New Governance Model, many of the traditional government services are provided by non-government entities or third-party organizations.  This provides a greater degree of efficiency as some of the costs traditionally born by government are unnecessary in public private partnerships.  However, opponents of this system believe that it will deviate from the public service ethos and focus to heavily upon efficiency (Hijal-Moghrabi, 2018). 

There are several examples of the NGM throughout the Denver metro area.  One of which is the City of Centennial which at one point contained only a single employee.  Currently it covers most services typically provided by municipalities through contracts.  Services such as law enforcement, fire protection and roadway services are all covered through contractual relationships.  This is a significant savings over traditional methods as the Centennial has an operating budget of 104.5 million while similar cities are nearly twice as high (City of Centennial, 2019).  This is not without consequence as the Centennial trades direct control of these services to other entities in exchange for the lower costs. 

The biggest issue that is discussed but not properly addressed is the concept of responsible administration.  In the article by Plant, there are several different dilemmas discussed that revolve around the issue of personal responsibility and how it plays a role in the problems caused at the public administration level (Plant, 2018). 

While there are numerous secular responses to this issue, the biggest problems lie in the personal accountability of individuals and the ability to intellectually debate common basic issues without resorting to extremism.  As far back as Plato there were discussions about the ability to openly discuss differences and still not become enemies.  Much like today, the issues of political question draw such strong and passionate responses that violence is typically the answer (Shafritz, 2009).

The need for honesty, compassion and trust in public administration is an issues that has been sought after for hundreds of years.  While numerous solutions have been developed, they lack an ultimate solution as there is no true and lasting moral foundation that supports the moral tenants required of these institutions.  Without some form of belief structure to guide decision makers that is not based upon values of other elected or appointed officials, we will continue to have this issue.
