I don’t understand this Political Science question and need help to study.

The 10th Amendment to the U.S. Constitution states that “powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively or, to the people.” In the past century, the federal government through the Congress has increasingly legislated in the states – for example, in recent years – the Real ID Act, No Child Left Behind, Affordable Care Act, etc. Is there an argument for Congress to restrain itself on domestic policy as it applies to the states based on the 10th Amendment? On the other hand, given the 10th Amendment, how does one make a case for an enlarged and domestically policy activist Congress? Discuss. (250-word limit).
